About the TIER Project

The TIER project is an Educational Quality Improvement Programme (EQUIP) by M8 Global KNOW Network to provide  Nigeria and African higher institutions with resources to meet the 21st century paradigm shift from the traditional practice to the modern trend that embraces flexible learning technologies. This aligns with the best global practice that encompasses ICT infrastructure, technological and administrative services provided by TIER Consortium made up of technology based firms, government and financial institutions.

  • Widening educational access to individuals in the formal and informal sectors.
  • Providing extramural financing, infrastructure, lifelong and computer education, qualitative educational curricula and contents, instructional digital games in all institutions.
  • Providing enhanced e-monitoring and supervision by Ministries of Education, Departments and its Agencies (MDAs), Heads of Institutions.
  • Developing National Online Distance and E-learning Strategic Plans and Policies.
  • Increasing the broadband connectivity in partner institutions.
  • Enhancing staff and students teaching and learning.
  • Retaining funds spent on least foreign qualitative educational systems through the internationalization of programmes.
  • Earning of foreign exchange on the export of national accredited programmes by institutions, individuals and corporate organisations.
  • Enhancing the educational sector through industry partnerships for placements, research, venture incubator, work-earn study.
  • Supporting the National Skill Qualification Framework (NSQF) Policy to provide industry specific skillsets through theAccess for Collaborative Education (ACE) programmes to individuals with progression to doctoral qualifications. This enables the informal sector to contribute meaningfully to the national economy and benchmark with global practice.

All TIER project partner institutions shall be a prominent group and an international reference for online distance and e-learning. We believe in the establishment of a total educational system based on the best applications of educational technology tools in achieving access to qualitative education.

TIER PROJECT OBJECT FOCUS

With the strategic goal to establish 600 Access Centre E-learning by 2026 (e600ACE:2026) in tertiary institutions, the proposed objectives of the TIER Partnership are as follows:

  • Work collaboratively as part of the E-learning development team with institutions and other key partners by enhancing and sustaining infrastructure.
  • Build ultra-modern Information and Learning Technology (ILT) laboratories with installed computers/tablets, classroom receivers, increased internet bandwidth connections and equip lecture halls for multimedia instructions.
  • Promote and encourage the use of E-learning across Nigerian and African Tertiary Institutions through targeting curriculum areas where student retention, progression or growth in numbers may be directly achieved.
  • Provide guidance, support, development and resources on all aspects of E-learning to academic and other staff facilitating student learning.
  • Disseminating examples of best practice in the use of E-learning to the academic community via seminars, workshops, conferences, journals, etc.
  • Evaluate the educational potential of new software and the current Virtual Learning Environment (VLE).
  • Conduct, promote and encourage others to engage in research into E-learning.
  • Introduce and work collaboratively with the Support Service, Academic and Research committees of faculties and the institutions in developing and implementing an E-learning strategy.
  • Exploit and lead on external funding opportunities for E-learning development as they arise.
  • Develop strategic alliances with other E-learning development organisations locally and internationally.
