The TIER project administrative service includes actions related to help establish a legal framework or policy to promote E-learning and strengthen a venture incubator system based on a business-oriented model. A strategic partnership with the Federal Ministry of Education, the National Universities Commission (NUC), National Board of Technical Education (NBTE) and the National Commission for Colleges of Education (NCCE) shall help develop these services in all higher institutions in Nigeria.
